The National Engineering Research Center for Nanotechnology and Application (hereinafter referred to as the "Center") is the only national engineering research center engaged in nanotechnology and application research in China, which is specially set up by the Chinese government in the layout of national nanotechnology and industry development. The Center was officially established in October 2003 with the approval of the National Development and Reform Commission (FGGJ [2003] 1385 document).
The center is supported by Shanghai Jiaotong University, Fudan University, East China Normal University, Shanghai Institute of Microsystems and Information Technology, Chinese Academy of Sciences, Shanghai Institute of Silicate, Chinese Academy of Sciences, Shanghai Institute of Pharmaceutical Industry, Shanghai Zizhu Venture Capital Co., Ltd., Shanghai Baowu Group Co., Ltd Shanghai Nanotechnology and Application National Engineering Research Center Co., Ltd., which is jointly funded by Shanghai Science and Technology Investment Corporation, Shanghai Nanotechnology and Industry Development Promotion Center and other ten sponsors, is under management.

The center has set up a technical committee, which is composed of Academician Ding Wenjiang, Academician Zhuang Songlin, Academician Nie Zuoren, Academician Liu Changsheng, Academician Xie Jianxin, Academician Shi Jianlin, Academician Fan Chunhai, Academician Wang Hao, Professor Wei Jianhua, Professor Liu Qing, Professor Chu Shuangjie, Professor Cui Daxiang, and Academician Ding Wenjiang serves as the chairman. The technical committee is responsible for the strategic planning, talent introduction and training, the overall planning and deployment of R&D direction and product development of the Nanoengineering Center, and provides technical advisory support for the rapid development of the Center.
It has the ability to detect and analyze the performance, composition and morphology of materials with its own characteristics, and has the "Laboratory Accreditation" certificate (CNAS) issued by the China National Accreditation Commission for Conformity Assessment and the "Metrological Accreditation" certificate (CMA) issued by the Shanghai Municipal Bureau of Quality and Technology Supervision. The service features of testing technology and testing standards have been formed in the aspects of inorganic material analysis, organic material analysis, environmental material analysis, battery material analysis, coating analysis, biomedical material analysis, film material analysis, etc. Up to now, it has obtained more than 50 certification and accreditation projects, more than 200000 external services, more than 500 service contracts, and testing services covering more than 10 provinces, cities and regions in China.
After years of development, the Testing Technology and Service Center has been equipped with the technical ability to analyze the physical and chemical properties, composition and morphology of materials; Be able to provide credible analysis and test data; Be able to organize and carry out research on the preparation and revision of testing methods and standards for nanotechnology and materials, and evaluate and define the functional role of materials and products applying nanotechnology. At present, the testing technology and service center has covered Shanghai and started to radiate to the whole country. It can be said that under the scientific and reasonable layout of the center, the test technology and service center has continuously improved its software and hardware level, and has also laid a solid foundation for the sustainable development of the center.
With the cultural spirit of "integrity, responsibility, hard work and innovation", the Center conducts research and development, engineering application, technology integration and achievement promotion around products and technologies with clear market demands by gathering shareholder units and social advantages; Supported by the "International Science and Technology Cooperation Base for Nanotechnology and Industry", the "Shanghai Nanotechnology Working Group of the National Nanotechnology Standardization Technology Committee", the "Nanobiology and Pharmaceutical Technology Professional Committee of the Nanoscience and Technology Branch" and the "Nanobiology and Pharmaceutical Industry Technology Innovation Alliance", the Center has established joint research centers with universities, research institutes, hospitals and enterprises with advantages in the field of nanotechnology The number of joint laboratories and industrialization bases has reached 10, forming the research characteristics of industry-university-research-medicine, and laying a solid foundation for promoting the development of nanotechnology.
The center is well aware that the test technology and service center should have the technical ability to support the development of the center's scientific research, and its hardware conditions are necessary, but the talent team will play a key decisive role; To this end, the center adopts the talent development strategy of combining training and introduction; A number of scientific researchers who have been engaged in research and testing for a long time in relevant fields have been introduced from home and abroad. Their rich experience has ensured that the Testing Technology and Service Center supports the scientific research work of each laboratory internally and serves the society with skilled technology externally.
With the strong support of the national and local governments, as well as shareholders and brother units, the Center has successively won the honor of Shanghai High-tech and Innovative Enterprise from 2009 to 2010. For two consecutive years, the Center stood out from more than 80000 high-tech enterprises in 2017 and more than 100000 national high-tech enterprises in 2018, and was selected into the "Top 1000 Chinese Enterprises with Innovative Ability".
